Job Title: 5642 City Government Zero Waste Coordinator
Description
Position Description: Under general supervision, performs duties related to the development and implementation of San Francisco’s zero waste policies and programs as they relate to City Government functions. Elements include waste reduction, recycling, composting and environmentally preferable purchasing pursuant to an established institutional framework. This position serves as a management level position in the City and County of San Francisco Department of the Environment (www.sfenvironment.com). This is the advanced journey level in the series. A Class 5642 Senior Environmental Specialist works under the supervision of a Class 5644 Environmental Program Manager, meets regularly with the Program Manager and has day to day decision making responsibilities for projects as well as the ability to negotiate within project scopes. Positions in this class are assigned to six distinct specialties: this position is a Recycling specialty. Examples of Important and Essential Duties: According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and not intended to be an inclusive list. •Coordinates all City Government efforts to achieve zero waste by 2020. •Supervises the City Government Zero Waste Assistant and City Government Zero Waste Associate. •Develops, implements and evaluates City Government waste prevention, recycling, composting and environmentally preferable purchasing policies and programs covering all materials and products. •Implements the Mandatory Recycling and Composting Ordinance, Resource Conservation Ordinance, Precautionary Purchasing Ordinance, Food Service Waste Reduction Ordinance and other initiatives for City Government. •Conducts site visits, performs or reviews waste audits, calculates diversion/disposal rates and refuse costs, makes recommendations, negotiates with service providers, installs containers and signage, overcomes obstacles and evaluates program effectiveness. •Works collaboratively with City department managers, recycling coordinators, property management, custodial supervisors, service providers and others. •Leads City Government zero waste outreach, including making presentations to elected officials, training City employees on principles and programs, holding workshops for recycling coordinators, designing campaigns and materials, distributing literature and signage, and developing website content. •Oversees City’s recycled content purchasing and surplus equipment recovery including developing purchasing specifications and providing assistance to purchasing staff. •Prepares and manages program area budget and administers professional services contracts. •Performs other related duties as required.
