The City of Palo Alto Public Works Operations division is recruiting for an Administrator, Refuse.
If you are selected for this career opportunity, you will perform administrative and analytical tasks related to the Zero Waste Program; identify, plan, and prioritize outreach and technical assistance programs; assist in the development and support of programs, policies, and legislation related to Zero Waste.
In this position, you will oversee elements of waste related contracts and assist in budget and rate development. You may act as Program liaison with other City staff; be responsible for coordinating, writing, and editing reports to Council, Commissions, Regional Committees, and external agencies.
In this role, you will also supervise Zero Waste staff. This position has the responsibility for the coordination of Zero Waste programs and activities, including key elements of the City’s Zero Waste Operational Plan.
Essential Functions:
• Assists with establishing refuse rates and works with budget division staff on refuse rate forecasts; monitors and analyzes expenditures for program.
• Supervises zero waste staff including planning priorities and coordinating activities.
• Reviews legislation related to zero waste issues; develops and reviews programs and policies.
• Acts as Zero Waste liaison with other City departments, jurisdictions, and organizations.
• Coordinates external agency reporting requirements.
• Consults with and provides advice to the Manager, Solid Waste on confidential personnel matters, including promotions, selection, grievance, compensation, or procedural issues
• Makes recommendations to the Manager, Solid Waste regarding policies and resource requirements necessary to carry out long- and short-term goals.
• Analyzes reviews and revises policies and practices for conformance with changing regulations and policies, as well as needs directed by long-term planning.
• In consultation with appropriate staff members, reviews and monitors budget, financial reports, cost of service analysis, rate-making, and payments.
• Identifies and analyzes operational problems, working with staff to evaluate alternatives and implement appropriate solutions.
• Coordinates and administers specialized and ongoing studies and programs requiring interdivisional participation.
• Prepares and edits staff reports to the City Council.
• Represents the Manager, Solid Waste and participates with other departments in various intra-City committees, meetings, and with external agencies.

The Minimum Qualifications required to be considered for this position are sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities, which would typically be acquired through:
• Equivalent to possession of a bachelor's degree in environmental studies or management, public or community relations, or public or business administration.
• Three years experience developing and overseeing environmental, sustainability, zero waste, or community outreach programs. |
